For buyers: what the City program won't do for you
The City's Sewer Lateral Repair Program covers severe breaks only in the section under the public right-of-way. It doesn't cover breaks under private property, and it doesn't pay to clear clogs or tree roots anywhere on the line (City SLRP). A cracked clay line in the front yard, or roots that need cutting every year, would be your cost after closing. A pre-purchase sewer scope shows you which situation you are buying.
Older housing
About 58% of housing units in the City of St. Louis were built before 1940 (ACS 2020-2024), and the City says many of its sewer lines are over 100 years old and made of clay pipe (City SLRP). In a house that has been updated inside, the line out to the street can still be original.
Checklist for a Tower Grove sewer scope
- Find the cleanout. In older City homes it is often in the basement, so the seller may need to give access.
- Ask for the video all the way to the connection at the MSD main, with distances shown on screen
- Have any defect located and marked, so you know whether it is on the private side or under the right-of-way
- Get a written repair estimate if anything needs fixing, and bring it to your agent before your deadline
For owners: signs to act on
MSD lists slow drains, water pooling at basement floor drains, sewage odors, wastewater from cleanouts and wet ground in the yard (MSD). If the problem is under the right-of-way, the City requires a report and video from a plumber licensed in the City of St. Louis (City SLRP). The South City page walks through the City's steps.
Questions
Is a break under the sidewalk my responsibility in Tower Grove?
The whole lateral is private property, but the City's program can repair severe breaks under the public right-of-way for eligible properties that have paid their taxes and are assessed the $28 fee. Breaks under private property are the owner's cost (City SLRP).
Who has to do the inspection for the City program?
A plumber licensed in the City of St. Louis. The plumber's report and video go to the Street Department (City SLRP).
